The report divulges the government's inadequacy in investigating torture claims and in prosecuting and punishing perpetrators, leaving victims with no remedies whatsoever. Joe Stork, Deputy Director of the Middle East and North Africa Division at Human Rights Watch commented that: "Egyptians deserve a clean break from the incredibly entrenched practice of torture.
